In the difficult conditions of life during the period of resistance to military aggression, first of all, we strive to support and develop the basic components of a happy society - Education, Culture and Health Care.

In order to implement this Memorandum, the Parties cooperate by strengthening partnership relations, sharing experience and promoting the development of all possible areas of cooperation, unification and coordination of efforts.

This Memorandum establishes the intentions and understanding of the Parties regarding its subject matter and is not a legal agreement and does not obligate any Party to enter into legal agreements.

In order to specify directions and mechanisms of cooperation between the Parties within the framework of the Memorandum, separate agreements and protocols may be concluded, in particular with the involvement of third parties.

The conditions for signing agreements are stipulated by the authorized representatives of the Parties in each case separately.
